Thanks, I see this one almost every day. Sometimes it is a strong signal but can be weak and doesn't change from weak to strong very fast. I notice on some of the NDB's that they will look like a "dash" because they are fading due to atmospherics. That's conjecture of course but that's what I think is happening.
Maybe that is why it is blinking for you. I am going to try to figure out what it is. Many license are granted for Amateurs, Science and military that we don't know about. They rarely get published. For instance the military just retired one of their nets that was in the 1750 meter band. It was in use for a very long time but few new about it.
