Thanks John. It is an odd one. I neglected to mention signal strength, peaking S3 to S5, and the Morse is fast, perhaps 20 wpm. With the supposed QTH, and comparison against TON, which was only barely audible at times, fading out for long periods, it seems unlikely that VUDU complies with Part 15 rules.
